its obvious what happened 
the driver of the car was distracted when they saw the flying saucer and the car hit the cyclist.
the aliens felt kind of bad that they caused the accident, but are now considering whether to help or just observe human injury. they didnt mean to do it but it happened anyway so why not record it? that’s the reason the aliens tell themselves, but really, they are just gawking the way anyone does when they see an accident. ooops sorry, didnt mean to do that, but wow, isnt this neat?
